Small French Registrar Smacked by ICANN Compliance

A small French registrar based in Paris has been sent a breach notice by ICANN's compliance team. Mistername appears to be a very small registrar and from what I can gather has less than 100 names on its accreditation (if it has more then I'm obviously looking in the wrong place!).
