The IEDR has opened a consultation on removing DNS checks during registrations, transfers and other operations.
At the moment when a .ie domain name registration is requested the IEDR will check if it passes the policy requirements and then does a technical check. If it fails the technical check the registration can fail. The same thing can happen when there’s a transfer between registrars.

It’s been one of those things that caused headaches and frustration for registrars and registrants for years. Getting rid of the technical check will have no negative impact – if your DNS isn’t setup correctly you won’t be able to use your domain anyway. IEDR can still conduct “quality” checks on the entire zone if they want to, as registries such as SIDN do.

It’s great to see these type of changes being applied slowly on other ccTLDs (as AFNIC did last year), there are still plenty of them that require technical tests to pass before completing the registration, I’m wondering which TLD will be the next to make this move.

I guess it’ll depend on which registries have a facility to make changes easily ie. a policy development / change process of some kind.
